SCOUTS New Zealand E-News 19 February 2010

Dear friends

Some good news,

The main item of news from me this week is to announce that during the month of May, a member of the Uniform Review Committee will be visiting each of the five main regional centres to make a short presentation, so I would encourage you to get hold of your Regional Development Manager and find out exactly when we will be in your region. Dates, times and locations will also be advertised on e-news and the website in the coming days and weeks.

The purpose of these visits will be to share with you some of the thoughts, early design concepts and work that has been undertaken by the Uniform Review Committee to date, in addition to giving you an updated timeline for the introduction of any new uniform.

This is a further great chance for you to have some input, but please understand that this is not an opportunity to select a uniform.

We are very keen to get a wide variety of youth, leaders and parents attending and representing all sections of SCOUTS NZ.

And some sad news,

I want to make you aware that Ian Smith, recently retired as Regional Assistant for the Lower North Island and veteran of SCOUTS NZ for some 36 years as a warranted leader, is very poorly at the moment and I am sure would like to hear from his old friends from across the movement. If you want to send a card or letter, please mail it for the attention of Jenny Rodgers in the National Office.

2010 Founder's Day Awards

We are proud to recognise our Leaders and our Lay people for their voluntary contribution to the movement.

This year we are presenting on or near Founder's Day:

Sixty four Medals of Merit, which recognise at least ten years good service and undertaken appropriate training for their appointment covering 702 years of service

Thirty Bronze Tiki which, recognises at least 15 years good service and undertaken appropriate training for their appointment covering 644 years.

Thirty two Silver Tiki which recognises distinguished service over a period of at least 20 years covering 780 years.

Two Distinguished Service Awards which are granted to recognise an exceptional contribution to an activity or project over a total of 77 years.

Fifteen Silver Tui which is an award for services of an outstanding character and is made by the Chief Scout of New Zealand recognising over 630 years.

A fine recognition for voluntary service to the youth of New Zealand. Thanks heaps.

Police Vetting

We are pleased to advise that the NZ Police are currently completing the vetting of leaders for new warrants quicker than in the past. The latest set of applications for vetting was returned back to the National Office within three weeks.

HOWEVER NZ Police has advised that all vetting forms must be completed and forwarded to them within a three month period. Those applications older than three months will be returned without action. Should this occur we will return the form to be re-signed, re dated and sent back to your Regional Service Centre for re-processing.

National Fundraising

SCOUTS CONNECT

We are looking for any Wellington based volunteers that would like to offer their assistance in promoting the new SCOUTS CONNECT network. If you are able to come to the National Office for a few hours each week we would welcome your company. You can be very flexible in the hours providing they are between 9am and 5pm Monday to Friday. Scouts Job Week

Coming up later this year, last week Sept and first week Oct, we will launch Scout Job Week (Bob a Job) and are looking for some serious publicity. We will provide more detailed information later, so keep an eye on the E-News, but want to hear from those of you with any ideas that we could use to promote this event. International

Annual Baden Powell Scout Peak Climb

The Baden Powell Scout Peak in Nepal is the second mountain peak in Nepal named after a foreigner which was granted by the government of Nepal in 2006, It is situated in the Ganesh Himal area ( north of Kathmandu) with a height of 5,890 metres.

The first climb by Scouts from 7 countries was in 2007. Nepal Scouts in collaboration with the Asia-Pacific Region is organising a second climb during the period 5 - 17 September 2010. The 12 day event will start from Kathmandu. Advance booking is required to Nepal Scouts no later than 31 March 2010.

The fee is $US 850 which includes accommodation in Kathmandu prior to and after the climb, and costs for the trek including gear, guides etc,

Yesterday was a great day for me in the office, not only did I casually walk into a TAB with my last $10 and select the winner of the Melbourne Cup using the 'needle in a haystack' strategy, I also witnessed a dozen or so Venturers being awarded their Gold Duke of Edinburgh (Hillary Award) courtesy of HRH Prince Edward. (see photo's here)

As always the SCOUT scarf stood out amongst all the other youth representatives and I felt immensely proud to be leading an organisation that is full of such inspirational young people.

This weekend the National Council are meeting in Wellington for an informal meeting to discuss a range of topics and to look forward at strategies for the growth and development of SCOUTS for the next five years.

I have heard a few stories recently of information not trickling down to group level, particularly relating to the forthcoming National Hot Cross Bun campaign which has been widely broadcast via National, Zone and Regional Conferences, e-news and website. The concern is that the people who have not heard, are actually incredibly keen to get out there and sell. Moral of the story, please shout from the rooftops that this is a great chance to raise $$ for your group whilst raising the profile for the whole of SCOUTS NZ, something that we desperately need. Your Hot CROSS Bun pack will be with you very soon, so watch out and if you don't get one let Tony Hickmore know!!

We had some great publicity in the Christchurch press and I have been delighted to see the steady stream of local stories this month. I am still looking for that PR volunteer, so don't be shy, get in touch!

National Meetings

This Saturday 7th November will see many members involved in several of the meetings planned here in Wellington:

National Executive
National Council, and
National Youth Forum.

For some it will be their first opportunity to represent your views as the Regional Rep. They will advise you of any outcomes once documented for distribution.

Remember each Region has five representatives on the National Council (two 18 - 26 years and three of any age over 18). Communication is two way and they will appreciate you keeping them advised of your concerns and support of things Scouting.

Awards for Good Services

In addition to the Appreciation Certificate and the Thanks Badge, SCOUTS New Zealand makes awards for service to Adults holding warranted and lay appointments.

Applications may be initiated at any level using the prescribed forms downloadable from the website. Full details of each award are outlined on the reverse of the Application Form. Completed application forms are sent to the Regional Development Manager through your Zone Leader by the end of this month, to allow processing for awarding on Founder's Day.

Good Service awards recognise merit in addition to any prescribed minimum period of service. The characteristics of good service include completion of appropriate training and consistent participation in activities and meetings relevant to the appointment held and an award may recognise a particular achievement or noteworthy project.

The application must contain a full statement of the length and quality of service.

Closing Day at National Office is 30 November.

Assistant National Kea Leader Appointed

Congratulations to Anne-mieke Korenhof who has been appointed as the Assistant National Kea Leader.

Anne-mieke comes from an extensive background in Keas, which she became part of when her son Marcus joined some 14 years ago. She has held many positions in Scouting and has come from her current position of Volcanic Zone Kea Leader.

We wish Anne-mieke well in her new position and are sure she will be a great asset to the National team.

National Fundraising & Marketing

Hot Cross Buns

At the recent Regional Conferences a positive response was received to the question of Groups selling hot cross buns to help with fundraising. Next year’s fundraiser will provide an opportunity to pre-sell and pay, so that once they are delivered to a central pick up point they will just require local distribution. To help even further we have negotiated some excellent prizes for those who sell the most packs. We will calculate the winners based on the number of youth divided by the number of packs sold. So whether you are big or small you have an even chance to win a significant prize. We will produce an information pack with everything you need to make this fundraiser a success and should be in your hands before the end of term four.

Beat National Office Challenge

The National Office is issuing a challenge to all Groups to try and beat us in the number of Hot X Bun packs we sell. We have decided that we will go out to our own family and friends to sell packs of Hot X Buns and have set some targets that we want to achieve. See if you can beat us as you try and guess how many we will sell and just as important make sure it is fun to do.

Bob A Job......

is almost back. You will have heard from the Regional Conferences that we are bringing back 'Bob A Job' or as it is known in Australia 'Job Week'. This iconic activity that was so popular in the 60's and 70's is again going to help raise the profile of Scouts in New Zealand. We will soon be asking for help and ideas to make sure that this is as successful as it was and ask that you keep an eye on future communications from me. We are aiming to launch this activity in November 2010 and will provide all the necessary resources for each Group. The first question for all of you is, what do we call it today? Our only suggestion to date is 'Scout Job Week', but if you think you have a better name then drop me a quick email at tony@scouts.org.nz

Group Invoices

By now your Group should have received the invoice for the first of the quarterly instalments of the 2009-2010 registration fees. Enclosed with that invoice is the option to pay your annual fees in full to receive a 3% discount. This means your cheque needs to be in our hands before 31 October 2009 when this offer expires. If you have not received your invoice please email shirley@scouts.org.nz to get a scanned copy sent to you.

Insurance Check

How can I reduce the impact of an insurance claim?

With the Christmas school holidays rapidly approaching, it’s a good time for all of us to think about how to protect our assets during the holiday break. Over the last 10 years, there has been a huge increase in burglary, malicious damage and arson damage to premises. Unfortunately the incident of these events increases over the holidays, and scout dens often present as an easy target for offenders.

Property damage and burglaries are not the only risks faced by groups. The many liability issues arising from damage to third party property, health and safety from injuries/accidents etc can potentially cost thousands of dollars.

Although it will never be possible to completely eliminate all risks, you can take precautions to reduce the likelihood of a loss occurring. Here is a simple checklist you can use to help identify potential hazards, and take action to reduce or eliminate them.

Checklists are designed to assist groups to provide a safe environment for their members and visitors to participate in the groups’ activities and ultimately reduce claim costs and potentially insurance premiums.

Group Fees

All Groups must be registered at National Office and pay the National Office registration fees annually.

Groups that continually fail to pay the annual registration fees are not being fair to the rest of Scouts New Zealand, are making a mockery of the Scout Promise, and contributing to the increase in fees.

Failure to payment will result in a Group being suspended or cancelled.

When a Group's registration is suspended or cancelled they may not participate in Scout activities.

The exclusion will include being unable to attend the 2011 New Zealand Jamboree, 2010 Venture, 2010 Australian Jamboree, the excellent facilities of the Scout Lodge at Ruapehu, or any of the Schools: Aviation, Caving, Canoe, Mountaincraft, Photography, Snow, or Walsh Memorial Scout Flying School .

Registration of Troops - NZ

A reminder that you can now register your Troop. Forms are available on the Scouts National Website... Scouts National Website

Maximum Troop size is 36 Youth plus 10 Leaders. If you are likely to have more than one Troop from Group/Zone then a form for each is required please. Troop Leaders must plan for each Troop to be totally self sufficient on the maximum size.

Venture Wellington

Venture Wellington Open Day

The 11th New Zealand Scout Venture (Venture Wellington) will be held at Brookfield Outdoor Education Centre, Wainuiomata, Wellington from 1-10 January 2010. Around 800 people will be attending (which is huge for a Venture).

A Venture Open Day will be held from 11am-3pm on Friday 8 January 2010. Any member of the Scout Movement (and their family) is welcome to come and visit the Venture during that time.

This is a great opportunity to see what a Venture is all about. Scouts who are 13 years and older are particularly encouraged to come and check it out and to see what scouting has to offer when they go to Venturers.

All you need to do is bowl up to (in uniform where relevant) and take it from there:

Thanks to all of those of you that made it to the Regional Conferences in Hamilton and Auckland last weekend, it was great to see you all and hear about the challenges that are facing your local groups at the moment. I was particularly struck by the positive and energetic influence being shown by our youth members on a range of matters, something that I am keen to foster.

SCOUTS NZ is continuing to spread its wings and there will doubtless be more mountains to climb over the next few months, but if we can all work together, for the greater good, the future looks very bright.

I do have a list of issues, which came up during the course of the conferences (particularly relating to website and branding), which I will ask Richard to answer via the e-news over the next couple of weeks. Please don't forget that we are always happy to receive your calls down here in Wellington, so if you have any questions just pick up the phone!

On the Hot Cross Bun front, you should all know about it but if you don't know about it please watch out for further news on next year's national campaign very shortly!!

You can be noticed by your behaviour

National Office received the following note concerned at our member's behaviour in the outdoors:

"Our daughter and family have just tramped the St James walkway, last weekend. They followed a group of about 20 Scouts. We were upset to follow a trail of their sweet wrappers and litter all the way. There were no other trampers ahead so the litter had to have been dropped by these Scouts. Please would you forward this note to the appropriate leaders and I hope that this inconsiderate behaviour is brought to their attention.

Some years ago when we walked the Milford our guide asked who had remembered to bring barley sugar or similar. When various trampers put up their hands he said "Good. Now I know who to reprimand if I find a single wrapper on the track".

As ex Guide and Scout leaders we find this incident very upsetting. Regards..."

We followed up the complaint and found that it wasn't our members who were the culprits.

However there is a message here - Respect the outdoors.

Service Awards for Rovers

In addition to the opportunity of being awarded a BP award by your crew, members of Rover Crew Executives are, as adults holding lay appointments, entitled to adult service awards.

These service awards are not only open to leaders but for adults holding lay appointments. Rover Crews are run as being separate scout groups within a zone. Crews don't have a Group Committee but do have a Crew Executive instead. Membership of the Crew Executive counts as a lay appointment, just the same as if they were in a Group Committee. Rovers who are Crew Secretaries, Crew Treasurers, Crew Quartermasters, Hall bookings person etc. do the same job as if they were lay support on a Scout Group committee.

Make sure you Zone leader has a record of your Crew Executive and the roles they undertake so appropriate recognition can be given. Ensuring your Zone Leader attends your AGM will assist with this.

Regional Representative Elections

All Regions have concluded the election process to elect the current Regional Representatives on our National Council.

Thanks to all who agreed to be nominated for this role. Congratulations to those who have been successful and thanks to those who were unsuccessful for making themselves available. This ensured a robust process proceeded by allowing our Regions the opportunity to decide from a selection available.
Several of the unsuccessful nominees have provided many years of additional service in representing their Region. A sometimes thankless task. We appreciate your time and effort given in this role.

Chief Scout's Award

There has been some confusion surrounding the procedure for ordering the Chief Scout's Award certificate and badge. So there is now an application form available to be completed when a Scout has achieved their Chief Scout's Award.

The procedure for applying for a Chief Scout's Award is as follows:

Scout completes the Chief Scout's Award requirements

Scout Leader to download the Application form from the website
Scout Leader is to complete the Application form

Post the completed application form to your Regional Service Centre

Once received by National Office the certificate and a letter of notification will be prepared and posted to the Region for presenting

SCOUTS Direct will be notified that you are authorised to purchase the Chief Scout's Award badge.

Kiwi's in Demand at Summer Camp USA

Each summer thousands of parents across the US pack their children aged 6-16 years to go to summer camp for up to 8 weeks. For the children it's a unique opportunity to get away from city life, games consoles and fast food, and instead get amongst nature, meet new friends, learn new skills, and have new experiences. For the parents it's most likely considered a welcome break from the rug rats.

Summer Camp is an American tradition, which has been going for over a hundred years. There is an amazing range of camps that provide different experiences, and cater to children from different backgrounds. Camp activities include sports, music, arts & crafts, science, media and more. There are about 12,000 camps across the USA; it's a big thing.

Every year IEP New Zealand, a not-for-profit youth travel organisation, sends Kiwi's to the US to work as camp counsellors. The role of a counsellor involves being a leader, a role model and a friend to the kids. You teach them new skills, celebrate their wins, and are there when they are feeling a bit low. The counsellor's responsibility includes making sure the kids keep themselves and the cabin clean, eat correctly and follow camp routine. It's a full on job but for enthusiastic people it's often a life-changing experience.

Summer Camps in the USA love employing Kiwis with certain skills. They especially like employing kiwis with experience in watersports due to the fact that many of us are brought up around water. In demand skills include life guarding, swim instruction, sailing, waterskiing, rowing, windsurfing, boating and kayaking. If you have experience in any of these then Summer Camp USA wants you!

IEP helps sort out your working holiday visa, will find a camp that best suits your interests and experience, and will guide you through the whole process. They've been doing it for over 40 years and, as a not-for-profit organisation, you can be assured that they are working for your best interest.

When is Summer Camp?

Summer Camp runs from mid-June to mid-August. Counsellors usually arrive in the US between the last two weeks of May and the first two weeks of June.

Who is eligible for Summer Camp?

You have to be 18-35 years of age and have experience working with kids. For full eligibility check out www.iep.org.nz

How long can I travel in the US?

You can travel in the USA for up to 5 months including working at camp and travel afterwards.

Do Counsellors get paid?

Yes, you will get paid a salary based on your age and position. For those under 21 years the salary is around $USD1775. For those 21 years and over the salary is around $USD1950.

Group Invoices

By now your Group should have received the invoice for the first of the quarterly instalments of the 2009-2010 registration fees. Enclosed with that invoice is the option to pay your annual fees in full to receive a 3% discount. This means your cheque needs to be in our hands before 31 October 2009 when this offer expires.

Driving - Cell phones

Monday 1 November sees the introduction of 20 demerit points and an instant $80 fine for using a cell phone while driving if you don't have a hands-free kit.

Please don't get caught out - safety first!

19th New Zealand Scout Jamboree

Eligibility Criteria

The Jamboree is open to all invested members of the Scout section. It is not anticipated that older Scouts, who should move to Venturers in Term 4 of 2010 will be held back just so they can attend the Jamboree. These youth members will in many cases have been in Scouts for several years and have already had the chance to attend at least one Jamboree. There is concern that holding these youth back will have a detrimental effect on the Venturer section since the transition time has been designed to avoid moving up at the start or end of the year.

How do you comply with the two-signature rule? The seamless Scouting concept still applies however, so Scouts who do stay in the Scout section after the official transition point, will be eligible to attend the Jamboree. Groups should carefully consider this matter and not simply use this as a blanket mechanism to increase Jamboree attendance.

National Website

From next week you will see some changes to the navigation of the site. This will assist you, the Leaders, in finding information simply and more quickly.

Also forms are being updated, branded and placed on the site on a regular basis and we will advise you of these updates. In the interim and as has been previously stated, if there is a form of particular importance then please email richard@scouts.org.nz and we will endeavour to prioritise this for you. However, the process for the forms upgrade other than branding is for us to check that the information is still relevant and then checked with the appropriate National Leader, Adviser, Secretary etc but we will action as fast as practicable.

Hello all,
By all accounts the e-news is working incredibly well and we have had some great feedback. The difficulty is finding something interesting to say each fortnight! If I repeat myself I apologise, but thus far I have received no complaints!

The National Council meeting in Wellington went incredibly well, with a great deal of robust debate on a variety of issues. Every representative had plenty of opportunity to give feedback and get involved, and the worst part of a day spent inside was having to miss one of Wellington's rare scorching hot days! Feedback from the floor suggested a sense of team work and being listened to, which was great to hear.

Hot cross Bun fever is beginning to grip the movement and I have recently challenged each of the NEC members to sell 20 bags themselves and I will be challenging the National Council to do the same!! This could become iconic for SCOUTS New Zealand over the coming years so please do get out there and support it.

Thanks for all the great feedback on the re-birth of Bob a Job, it seems that you are all keen to welcome back another great SCOUTS icon next September and more information will follow on this in the New Year.

If you happen to be in Wellington on Wednesday December 2nd, you are most welcome to drop in to National Office at any time for a glass of Christmas cheer and a Christmas mince pie and meet up with members of the team. The Regional Development Managers will also be in town, so it could be a great opportunity if you have any questions to ask.

To help you generate sales we have negotiated some excellent prizes for those who sell the most packs. We will calculate the winners based on the number of youth divided by the number of packs sold. So whether you are big or small you have an even chance to win a significant prize. We will produce an information pack with everything you need to make this fundraiser a success and should be in your hands before the end of term four.

Beat National Office, the National Office is issuing a challenge to all Groups to try and beat us in the number of Hot X Bun packs we sell. We have decided that we will go out to our own family and friends to sell packs of Hot X Buns and have set some targets that we want to achieve. See if you can beat us as you try and guess how many we will sell and just as important make sure it is fun to do.

Chief Scout's Award

There is a new system for applying for the Chief Scout Award. The procedure for applying for a Chief Scout's Award is as follows:

1. Scout completes the Chief Scout's Award requirements

2. Scout Leader to download the Application form from the website

3. Scout Leader is to complete the Application form

4. Post the completed application form to your Regional Service Centre

5. Once the application is received by National Office the certificate and a letter of notification will be prepared and posted to the Scout Leader for presenting

6. SCOUTS Direct will be notified that you are authorised to purchase the Chief Scout's Award badge. Once National Office has received the application is should only take a few days for the award to be approved and notification to be sent out.

Introduction to SCOUTS New Zealand

This training magazine, which is used to introduce our movement to prospective leaders, is due for a reprint. We have almost issued all of our first print of 2,000 copies, so I would appreciate some feedback on any ideas and suggestions for improvements.

Awards for Good Services

SCOUTS New Zealand makes awards for good service to Adults holding warranted and lay appointments. Applications may be initiated at any level using the prescribed forms downloadable from the website. Check out full details under Awards for Adults.

The Thanks Badge is a useful recognition to deserving lay folk, who may be stepping down from a lay role and could be presented at the Group AGM.

Service Award Certificates can be presented throughout the year upon completion of 3 years, 5 years and subsequent 5 yearly intervals. They may be presented to those having been involved in lay as well as warranted roles in recognition of their years of service.

Good Service awards recognise merit in addition to any prescribed minimum period of service and are presented with appropriate ceremony on or near Founder's Day.

Closing Day for nominations at National Office is still 30 November.

CENSUS 2010

Wow! Another good year. SCOUTS New Zealand has recorded another year of increased uniformed membership. As at 30 June you have told us we had a total of 16,523 uniformed members. This was the third consecutive year recording an increase of 3% in membership.

Keep adding the Adventure Plus, which attracts more people to get involved.

1st Gilwell Park e-newsletter

As advertised in the 8 October e-news all Wood Badge holders are members of the 1st Gilwell Park Scout Group. They advise that nearly 1,200 Wood Badger holders are receiving their first e-newsletter from Gilwell Park. If you have not registered yet, then don't delay.

The National Commissioner's Introduction presented at each of the Regional Conferences.

One of the things I like about Scouts is it's full of positive people. Now I readily admit to being a 'glass-half-full' kind of guy, so I feel like I'm in the right place - I hope you do too!

According to Sir Winston Churchill, "A pessimist sees the difficulty in every opportunity; an optimist sees the opportunity in every difficulty."

Sir Winston could have been describing the Venturers I meet at the Queen's Scout Award presentations around the country. These young men and women have made a choice to achieve our premier youth award and despite the challenges of time, resources and physical effort, they reach their goal.

I would love you to see a Queen’s Scout Award recipient receive their parchment from the Governor General. They are a teenager standing tall. They are proud of their achievement. They are quietly confident of the skills they have developed and positive about the future that lies ahead.

Their journey started with you. Their achievement was nurtured in your Group, your Zone, your Region. No matter what age they first experienced SCOUTS, no matter what age they decide to curb their active involvement, you each have the opportunity to create a positive experience.

Expanding Sir Winston's thought, William Arthur Ward said: "The pessimist complains about the wind; the optimist expects it to change; the realist adjusts the sails."

I need to take off my optimistic hat for a moment, and speak of reality. I appreciate this organization of ours will never be perfect, but I'm asking you - this entire Region - for help with three specific topics.

A Scout is trustworthy.
At the same time every year, we attempt to calculate our overall membership numbers. Every single year, I hear tales of census figures that don't accurately reflect how many boys and girls are proudly making their Scout promise and wearing their scarf. The people creating these false numbers may believe they are saving themselves some money in fees, but in fact they are stealing from their brother and sister Scouts.

It is dishonest. It must stop.

A Scout uses his resources wisely
We are part of a global movement with a long, proud history of personal and leadership development. We are not just an ordinary youth group. Yet to continue our efforts challenging New Zealand's future leaders greater financial support is vital.

Running a modern, progressive not-for-profit organization costs far more than membership fees and trust grants will ever cover, despite the harshest cost-cutting efforts. Guide biscuits, poppies, daffodils, pink ribbons - all examples of visible and profitable campaigns that every member of the respective organization gets behind, for the benefit of every single member. Rather than looking to merely survive for another 100 years, I believe we must creatively and positively consider every way to thrive.

Please embrace the national fundraising initiatives.

A Scout is a friend to all
New Zealanders have always been proudly parochial - whether it be provincial rugby, the hours of sunshine or bigger-and-better public facilities, we take pride in our locality. But we're equally (if not more so) delighted to be Kiwis. So I'm surprised whenever I hear the frequent grumble that our National Office team is "purposefully working against Groups and Zones - deliberately trying to make the delivery of Scouting difficult."

This rumour is not true. Each person who dons the black scarf - whether volunteer or paid professional - steps into the challenge with the interests of our entire Movement at heart.

Consider for a moment how difficult it is to satisfy every family member when deciding how to spend the Christmas holidays. Now expand that challenge to include designing programmes, training and award schemes - not to mention uniforms - for our 16,000 intelligent and free-thinking Scouts!

Yes, we've had to make some major changes to the way our organization operates in recent years, and these decisions have been made by passionate people just like you - people who want the best for New Zealand youth, no matter which locality they call home.

Please realise there is no 'them and us' - we're all on this journey together.

Three small things which could make a massive difference. I thank you in advance for your help!

Finally, back to my half-full-glass. Actually, let's make it a looking-glass, because I'd like to share with you what I see in the not-too-distant future:

I see a cohesive NSL team actively leading their sections, with the strategic vision unfolding and the resources to implement their most audacious plans for Adventure Plus experiences.

I see a succession plan in place with capable, positive leaders waiting in the wings to don the black scarf.

I see Groups from every corner of NZ keenly submitting stimulating activities for the National Programmes, for the benefit of all.

And I see every single Scout - youth and adult alike - standing together proudly in the uniform of membership.

Best we get on with it, eh? Enjoy your day, positive people!

19th New Zealand Scout Jamboree

Troop Sizes

Recently information has been circulated around the maximum Troop Size. Remember the 36 youth and 10 Leaders is the MAXIMUM. If you have slightly more than 36 you will need to go to 2 Troops but this can be even Troops of e.g. if you have 44 kids then two troops of 22.

The Jamboree Organising Committee has set the policy of maximum Troop sizes at no more than 36 Youth and 10 Leaders.

This policy is in adherence to the report from the Canterbury District Health Board (CDHB) from the 18th Jamboree held in Christchurch in 2008.

Given the Noro Virus outbreak in Christchurch, the Canterbury District Health Boards report was extremely critical of the Associations policy of Troop numbers that exceeded the recommended level of 36 plus 10. Several Troops were far in excess of this and the CDHB identified these Troops as a major cause of the outbreak firstly, being brought to the site and secondly, the difficulty of managing large numbers.

The local DHB has the mandate to close events where there is possible risk with communicable disease outbreak and indeed Christchurch was bordering on such an occurrence.

The Senior JOC recommended to the NEC within the confines of the Blueprint that the CDHBs report and recommendation of set Troop numbers be best practise for the risk to the Association financially, the safety of our Youth and sociably responsible in the eyes of the public through the media and this has been accepted by them (NEC).

This has been endorsed by both the Christchurch and Waikato District Health Boards and will be strictly adhered to.

World Jamboree Sweden

Wow! I always knew Kiwis were an adventurous bunch - going by all the people wanting to join the NZ Contingent to the Sweden Jamboree in 2011, we're in for a stunning trip!

I'm stoked with the number of Leaders who are keen to be Troop Leaders and/or IST members. We will hold a selection process in the first part of next year to figure out who will be responsible for leading our daring youth members while at Rinkaby.

We are still looking for more youth members! If you have friends born on or between 25 July 1993 and 27 July 1997, they fit the age-range to participate. Don't let them be shy - they'll soon make friends from around NZ as you all fly across the globe. I wonder what language the Scouts in the campsite next to your tent will speak?

Fee
The Swedish organizers plan to announce the Jamboree fee by the end of the year. Once we have that, our Contingent team can add it to the mix of airfares, transfers, equipment, etc to come up with a trip cost for you.

In the meantime, keep fundraising, saving, asking Santa for cash, digging behind the couch cushions... aiming for approximately $10,000.

Sights to See
As we start formulating the plan for the entire trip, I have a question for you:

If you had to pick two things in Scandinavia or Europe you really, really wanted to see or do, what would they be?

Given we'll be away for at least three weeks, I'm curious whether we can squeeze in a couple of extra days (maybe even for a home-stay experience). Your input is appreciated!

Win Double Passes to the Movie ‘up’

I am looking for exciting, adventurous stories from Scouts or Venturers that tells why they are involved with Scouting and what keeps them coming back.

New maps for Scouts to find their way

A new official mapping system comes into effect in New Zealand on Wednesday as the country moves to get in line with international standards. The new system is the Topo50 map series, which uses updated co-ordinates, meaning latitude and longitude points will move the equivalent of about 200 metres.
Emergency services and the search and rescue sector are adopting the new maps from Wednesday. A website has been launched to help map users understand the new system, www.topo50.govt.nz

Hot Cross Buns

Hot Cross Buns, a recent meeting of the Lower North Island Region has provided a positive response to the question of Groups selling hot cross buns to help with fundraising. Next year’s fundraiser will provide an opportunity to pre-sell and pay, so that once they are delivered to a central pick up point they will just require local distribution. To help even further we have negotiated some excellent prizes for those who sell the most packs. We will calculate the winners based on the number of youth divided by the number of packs sold. So whether you are big or small you have an even chance to win a significant prize. There will be much more information at the Regional Conferences in the next few weeks, so try and get along to your nearest event.

National Fees

The 2009-2010 registration fees payable are $59.00 per youth member.
The fee is set at $61.50 per youth member for the entire year with the Scout Youth Foundation donating $2.50 towards this for each youth member, bringing the fee payable down to $59.00. (Yay, SYF - you rock!).
Groups are reminded that if they pay the full annual fee in before 30 November they qualify for a 3% full payment discount.
Two choices will be posted 1 October - the first being the first instalment of the fees (one quarter of the total amount), and the second being the full year total. Please only pay one of these!

With Scouts financial year ending on 30 September Groups are reminded that they need to have an AGM within three months of this date. At this meeting (to which the Zone Leader, Adult Leaders of the Group and parents of Scouts must be invited to in writing at least 14 days beforehand) the financial reports need to be presented, and a copy sent to the Zone.
Please refer to Rule 101 (i) for more on this.

International

Devastation from earthquake/tsunami in Samoa.

Following the recent earthquake and resulting tsunami that hit Samoa, a message of support was sent to the Scouts in Samoa and Tonga letting them know of our concerns and thoughts , appreciating that many of the Scouts' close families and friends will have been affected. A response has been received advising that no Scouts have been affected and all are safe. However in American Samoa where Scouting is administered through the Boy Scouts of America, the advice is that two Cub Scouts have died in the disaster to that island. At the same time, the typhoon which hit the Philippines earlier in the week and causing devastation from the massive rainfall and flooding in Metro Manila has resulted in the national office of the Boy Scouts of the Philippines being covered in waist-deep water through their building, including the Scout shop, and submerging millions of pesos worth of uniforms and supplies.

 A quick reminder from me to get along to your Regional Conference if you want to be up to speed on all the latest and planned future developments for SCOUTS NZ.

Also, although the closing date of 30th September is rolling round very quickly you still just have time to get creative and send in your designs for a new uniform. There will be a further opportunity for you to discuss uniform at the Conferences, so if you have a comment please come and share it!

At the recent Zone Leaders meeting held in Wellington, feedback was received about the Award Scheme including issues around the availability of badges and teething problems with the matching up of the wall chart.

I am delighted that we now have Dave McCarthy spending a few hours each week in the office to streamline these resources for you.

Contrary to what many people believe, the central operation of SCOUTS NZ is run by an incredibly small (5 full-timers) core staff in Wellington, but by continuing to use the skills of our own (SCOUTS NZ) internal talent bank I am sure that we can continue develop an excellent service for our membership.

I am currently looking for a PR volunteer. If you have a PR background, have few spare hours each week and would like to see what it’s like in National office, then give me a call. I need someone who knows the media, has contacts and can help us sell SCOUTS NZ.

Regional Conferences

Leaders from the Lower North Island Region will be converging on Tatum Park this Saturday to discuss matters of interest. Our CEO Chris Hooper will outline National matters including the latest issues that face SCOUTS New Zealand. Mark Devon, the local Regional Development Manger is hosting the day with a varied programme. Our youth will meet at the same time and report into the Leader’s meeting their aspirations and inspiration.

Our National Commissioner and the National Section Leaders will be present to listen to your needs in the individual section time as well as over tea breaks, when so much is discussed and shared.

Enjoy an action packed day, updating yourself on all matters SCOUTS New Zealand, while catching up with friends and welcoming our newer leaders.

NZOIA (NZ Outdoors Instructors Assoc)

Has your NZOIA Membership lapsed? To keep your qualifications current you need to revalidate and register now.

If you are an instructor or guide who has gained NZOIA or SKOANZ qualifications in the past, but not maintained membership, you need to revalidate and register your qualification by 31 December.

Adult Leader Training

SAPD 8 is planned for 31 October – 2 November at Mosgiel. Get your paid applications to the Regional Service Centre quickly as places are filling.

SAPD 9 Central North Island has a change of date to March 20 – 22 due Venue booking requirements. A move of one week later. Plan to complete your prior training so you don’t miss out.

Money Matters

Bring on summer...daylight savings starts Sunday 27 September; put your clocks forward 1 hour at 2am Sunday if you're a night owl, or before you go to bed if you're not.

With Scouts financial year ending on 30 September Groups are reminded that they need to have an AGM within three months of this date. At this meeting (to which the Zone Leader, Adult Leaders of the Group and parents of Scouts must be invited to in writing at least 14 days beforehand) the financial reports need to be presented, and a copy sent to the Zone.
Please refer to Rule 101 (i) for more on this.

Leaders on the Move

It has come to our attention that sometimes when a leader moves from one group to another their warrants are not being cancelled and so they are not applying for a new one at the new group. When this happens the leaders warrant is then cancelled at census time so effectively are working in another group unwarranted.

The ruling is….
When a leader transfers from one group to another, the group they have left needs to fill out a warrant cancellation form for the leader and send to the Regional Service Centre.
The leader then needs to fill out a new warrant application to become a leader in another group.
The Police Vetting form needs to be completed if it is over five years since the last Warrant Application was processed.

National Programmes

The National Section Leaders and their teams have been working away in the background creating exciting programmes for Term 1 2010.

The theme for the term is "Making Waves" and by the look of the programmes you are definitely going to have to work and think outside of the square. You will really have a heap of fun.

HUGE thanks must go to the hard working leaders that have done a brilliant job putting together yet another bunch a great programmes.

Keep an eye out for these, as they will be coming your way during the second week of the school holidays.

If you were interested in a particular topic that could be included in the theme for any of next year’s National Programmes, then we would love to hear from you. It may be offering some ideas for inclusion, assisting with the writing of the programmes, or reviewing the written programmes before they are printed. Orders – orders will not be going out on October 8 or October 9, as I will be on leave. Payment – As per Terms and Conditions on the Website, Invoices are payable within seven days, hence all invoices up to September 16 should now have been paid. Your urgent attention to this would be appreciated.


National Resources/Website Update

Good news for all those frustrated users re the login/remember me system. It is now fully functional and should make life easier now.

Badges – the Scout personal interest badges are now in design phase and we will update on the delivery of these in the coming weeks.

Award Scheme Wall Charts are now being reviewed and updated to better fit the handbooks. Scouts and Cubs will be looked at first then Keas.

Fundraising News

Win Double Passes to the Movie 'UP' I am looking for exciting, adventurous stories from Scouts or Venturers that tells why they are involved with Scouting and what keeps them coming back. Be quick as there are 12 free double passes to see ‘UP’ for the first people to send in their stories. We would also like a couple of photographs of you doing something exciting to go with the story. You will need to give us permission to use the story and the photos for the purpose as intended. So if you see yourself as an advocate for SCOUTS NZ then get writing and send something through to me, tony@scouts.org.nz before the end of September.


New maps for Scouts to find their way

A new official mapping system comes into effect in New Zealand on Wednesday as the country moves to get in line with international standards. The new system is the Topo50 map series, which uses updated co-ordinates, meaning latitude and longitude points will move the equivalent of about 200 metres.


Emergency services and the search and rescue sector are adopting the new maps from Wednesday. A website has been launched to help map users understand the new system, www.topo50.govt.nz

Hot Cross Buns

A recent meeting of the Zone Leaders has provided a positive response to the question of Groups selling hot cross buns to help with fundraising. Next year’s fundraiser will be a voluntary opt in and buns will be pre-sold so that once they are delivered to a central pick up point they will just require local distribution. To help even further we have negotiated some excellent prizes for those who sell the most packs. We will calculate the winners based on the number of youth divided by the number of packs sold. So whether you are big or small you have an even chance to win a significant prize. There will be much more information at the Regional Conferences in the next few weeks, so try and get along to your nearest event.

Welcome to another fortnight

 Spring has finally sprung (at least in sunny Wellington) and I am looking forward to meeting you all again shortly at the Regional Conferences around the country. There will be ample opportunity to discuss the Uniform Review, and a variety of other topics, so please come prepared to join in!
The Uniform Review visual response forms are coming in slowly, but I need to have these back in National office for the end of the month so that the Taskforce can have a look at your ideas during October.

I will save all my other news for the Regional Conferences, but before I let everyone else have their say, here is something to keep you busy if you have a spare five minutes (maybe you’ve had enough of the national programmes!) and find yourself in need of a quick meal. (I have Jaki Williams to thank for this brilliant idea, which WORKS).

5 Minute Chocolate Cake

Ingredients

4 Tablespoons of Flour
4 Tablespoons of Sugar
2 Tablespoons of Cocoa
1 whole egg
3 Tablespoons of Milk
3 Tablespoons of Oil
I Mug

Method

Mix Flour, Sugar and Cocoa in the mug
Add 1 whole egg
Pour in milk and oil
Mix everything well till smooth!
Put in microwave for 3 minutes on MAXIMUM power (1000 watts)
Wait till cake stops rising and sets in the mug
Tip out contents, allow to cool and CONSUME!

No Probationary Warrants.

Just to reiterate my notes from the 13 August e-news:

There are no more Probationary Warrants being issued. Those leaders still on a Probationary Warrant, completing their First 100 Days training can either complete that training or the new “Introduction to SCOUTS New Zealand for Leaders” Work Book. Zone Training Leaders are managing this process.

All new leaders must complete the “Introduction to SCOUTS New Zealand for Leaders” workbook.
The Warrant Application Form has been rebranded and updated. Watch out for the new certificates. A separate “Consent to Disclosure of Information” by the Police form has been introduced upon request from NZ Police. This is to make us consistent with all other requestors of information and hopefully shorten the vetting process. The four pages of the Warrant Application form now include this when downloading from the website.

Activity Intentions Forms

This is a particularly important task for a Group Leader. It allows another person to review and discuss that all risks are reduced or eliminated with the organiser / activity leader.

Are the participating leaders trained to cover the activity / event? Are specialists aware of the level of expertise or fitness of the participants? Is there alternate plans should the weather cause the activity plans to change? Are all details of the planned journey recorded? Are there enough adults to youth ratio fro this activity? Is the information to participants clear as to all the gear required? Are the parents aware of the activity details? Is someone detailed with a responsibility for alerting authorities if not returning on time? Has the Zone Leader in the other Zone been advised to confirm the activity area is suitable at this time?

It is always courteous to advise the Zone Leader in the location where you are visiting.

A quick reminder: All Groups must be registered at National Office and pay the National Office registration fees annually. A Group's registration may be suspended or cancelled if this is not done. When a Group's registration is suspended or cancelled they may not participate in Scouting activities. Don't let your Group become ineligible to attend the 2011 New Zealand Jamboree, the fantastic Aviation, Caving, Canoe, Mountain Craft, Photography, Snow, or Walsh Memorial Scout Flying School’s, or use the excellent facilities of the Scout Lodge at Ruapehu.

Venture Wellington Update

Applications for Venture Wellington closed on 31 July and it’s going to be a huge event with around 780 Venturers, Rangers, Leaders and Staff planning on attending. This will definitely make it the largest Venturer Section event in New Zealand for many years.

Expedition and Unit allocations were released last week along with newsletter number 6 and a revamped website. So everyone should now know what expeditions they are on and who else is in their Venture Unit. If you or some of your Venturers are coming to Venture and haven’t caught up with this news then log on to your account on the website for all the details.

There are a few things that participants need to do in preparation for Venture (including sorting out gear and menus). Plus we need you to tell us your shirt size and order any souvenirs by 30 September. So please make sure that they are onto it.

Venture Wellington – Help Wanted
We are grateful to the many adults who have volunteered to support Venture as a Unit Leader or staff member. The response has been fantastic and we couldn’t be running Venture without you. We are, however, still looking for some additional staff to help out in the following areas: Security Team;

Expedition Assistants (to help the Expedition Leader organise and run the expedition): Digging Deep (Caving), Hanging About (Rock Climbing), Pedal Pushers (Mountain Biking – to drive the support vehicles);
Base Coordinators/Assistants (to help run onsite activities during Phase 2).

Life Membership Acknowledged


Cook Islands Governor General and Jim Ditchburn inspecting cubs and scouts prior to Jim’s Life Membership award ceremony.

Long Scouting service honoured

Jim Ditchburn’s long and outstanding service to Scouting in the Pacific has been recognised with his appointment as a Life Member of the Scout Association of New Zealand.
During the award ceremony on Saturday evening, the regional development manager of Scouts New Zealand (Upper North Island), Ian Nicholson said Jim Ditchburn had given 52 years of service to Scouting.
Only 50 people can hold a Scouting New Zealand life member award at any one time and it’s understood Mr Ditchburn is the first to receive the honour in the Cook Islands.
His Scouting days began in his hometown of Dunfermline, in Fife, Scotland and continued when he emigrated to New Zealand in 1961 and then the Cook Islands from 1972 up to now. Mr Ditchburn became the government’s treasurer 37 years ago under a three year contract, and he later decided to make Rarotonga his home.

Uniform Review Visual
Response Form

  This is your chance to get creative!

At the recent Zone Leaders meeting in Wellington, all Zone leaders took away with them a pile of Visual Response Forms. These forms will be circulated to group Leaders and they need to be completed and returned to Chris at National Office by 30th September.

Forms are available to be downloaded from the website.

The forms are self-explanatory and are designed to offer all interested parties the opportunity to show the Uniform Review Taskforce what they would like to see in a new Uniform.

Please make sure that youth members are given plenty of opportunity to get their designs into National Office.

Just to re-confirm that any new Uniform won’t be rolled out until Term 1 2011, not 2010 as advised thanks to a typo two weeks ago!

Clean up the World campaign


SCOUTS New Zealand got involved in this last year and had some great photos of Scouts doing their bit for our environment published not only in local media but also on the world Scouting Web sites.

This year, Clean Up the World wants to get 750 groups involved worldwide. Let’s help them reach this goal and make a difference to our earth by registering your activity today, spreading the word and getting your Scout zones, groups, sections, friends, family and co-workers involved in this landmark campaign.

Clean Up the World encourages participants to organise an activity on, or around this weekend and celebrate their environmental achievements. Groups, organisations, businesses and communities around the world unite and take action at a local level to address the global issue of climate change.

Getting involved is easy! Come up with an activity that your group would like to do. This can be anything from planting trees, cleaning beaches, walk ways, doing an activity on recycling, environmental awareness raising activities, or anything your imagination lends to. ADULT LEADER TRAINING

The next SCOUTS Advanced Personal Development (SAPD) Course #8 will be held in Mosgiel, Dunedin over the weekend of 31 October – 2 November. All applicants are to have completed their Initial and Practical blocks (or equivalent) plus have 12 months experience as a leader. The application form is available from your Regional Service Centre. Once completed and verified by your Zone Training Leader it should be sent with $450-00 to the Lower South Island Regional Service Centre, PO Box 5380, Moray Place, Dunedin 9058.

There are limited spaces available so don’t leave your booking too late.

Future SAPD are planned in 2010:

  • SAPD 9    Central North Island    13 March
  • SAPD 10    Upper South Island     5 June (Queens Birthday Weekend)
  • SAPD 11    Upper North Island    21 August
  • SAPD 12    Lower North Island     23 October (Labour Weekend).
Where registered numbers are insufficient to cover costs (generally 16), the course will be cancelled. The fixed costs are for venue hire and team transport. The remainder covers food and accommodation, the Gilwell scarf and beads and course content. As each course is self funded, with costs increasing the fee may need to also be increased in the New Year.

Congratulations to the following Zones which were the first to return their completed Census Papers back to their Regional Service Centre: Upper North Island - Akarana Central North Island - Volcanic Lower North Island - Waiapu Upper South Island - South Canterbury Lower South Island - North Otago It is still too early to speculate BUT, all looks good to report another increase nationally ahead of last year.

Antarctica Visit by Venturers
Back in 2007 four Venturers and a Leader had spent two years preparing for a trip to Antarctica to celebrate International Polar Year and Scouts International Centennial.

The BNZ Want to Help
Just came across this website that could be of interest to everyone http://www.closedforgood.org . There are a couple of Scout Groups that have put in submissions already but more could approach their local BNZ. No doubt there is plenty of scope for groups, campsites etc to give this a go?

Do we have any exciting stories?
I am looking for an exciting, adventurous story from a Scout or Venturer that tells why they are involved with Scouting and what keeps them coming back.
Be quick as there are 12 free double passes to see ‘UP’ for the first people to send in their stories.
The reason for this is we want to produce a direct mail campaign and provide an opportunity for people to give a small donation to the organisation. We would also like a couple of photographs of you doing something exciting to go with the story.
You will need to give us permission to use the story and the photos for the purpose as intended. So if you see yourself as an advocate for SCOUTS NZ then get writing and send something through to me before the end of August.

What’s New on the National Website

As discussed both at the National Conference back in March we have encouraged feedback on the new website and constant minor changes are being made. Following on from the Zone Leaders meeting in Wellington in mid August some feedback received has highlighted a couple of areas that need bringing attention to:

  • Join Now – Contact Us – Shop at Scouts Direct all on the top of the home page are all “active” links that you can utilise.
  • The Regional Pages now have all the Campsites available for hire/use. There are still a couple of Regions to finalise but Upper North, Central North and Upper South Island pages have this information.
  • Navigation of some parts of the site have already being acknowledged and some progress has been made towards changing this. The “Learning” section has been changed to “Activities”. Tabs added are National Programmes and Training. These tabs will be “live” later this week and will link to the relevant downloads.

Award Scheme Badges

These are slowly being rebranded and produced. The Cubs Personal Interest Badges are currently in production and should be available mid to late September.

The Scout Award Scheme Personal Interest Badges are yet to be designed and produced and will advise a date for these in the next E News.

Other National resources are slowly being updated and placed on the website for access but we do ask for patience as there are only limited resources within the office due to costs.

Stocktake – reminder get your orders in early this term as Scouts Direct will be closed for orders for the first part of the week beginning Monday, 28 September. Any orders received after midday on Friday, September 25 may not be received until late the following week. Fortunately this week is the first week of the school holidays so the impact will hopefully be minimal. When you search for an item, (using the search box next to “all products”), such as "scientist", and only one item comes up, the "quantity", "buy now" and "add to cart" boxes shift to the bottom left of the product - (above the Adventure Plus T-Shirts). When you search for items, such as "cub woggle" the list of them will appear and the "quantity", "buy now" and "add to cart" boxes are on the right hand side of the page. Remember to search for singular unless for example the name of the badge has an ‘s’ on the end of it.

Walsh Memorial Scout Flying School 8th – 22nd January 2010 For Venturers 16+ and Rangers 16+ with an interest in aviation this school is one you just do not want to miss. Learn to fly a real aeroplane, fly solo and get the biggest high you will remember for the rest of your life. Two weeks at Matamata in the Waikato will give you eight hours flying, briefings in the theory of flight, air traffic control, aviation engineering, rescue fire, meteorology, aviation human factors, aviation careers and heaps of fun. This could be the start of a career in aviation. The school is heavily sponsored by the aviation industry; you will not get better value anywhere else. In excess of $20,000 in prizes, some worth nearly $2,000 for students to continue flying, are presented at the Awards Dinner.
Scholarships to attend the school are also available. And yes you can go do Phase One of Venture 2010 and still go on the Walsh. Fee is $1,390 for first year students and $430 for returned students.

Canoe School

17th – 23rd January 2010
(School Holidays) – Whanganui River
The School is designed to offer Scouts 13+, Venturers and Rangers 14+ the opportunity to learn the technical skills required to master the elements of canoeing. Rovers and Leaders may also attend, but preference is given to youth members. The School is initially based at Taumarunui for a few days training before proceeding down the Whanganui River to Pipiriki, covering 145 kilometres and shooting 197 rapids. Its tough but its awesome.
No previous canoeing experience is required but you must be able to swim confidently in clothes and lifejacket.
Start thinking warm weather, canoeing, mud fights, great scenery, something you should not miss. Check out scouts.org.nz/canoe Fee will be approximately $250.

Sea Scout Centenary.

Members of the World wide Family of scouts met over the weekend in St Andrews to celebrate 100 years of sea scouting. Scouts from as far afield as New Zealand the USA and Ireland joined local sea scouts and scouts to celebrate the event. The reason St Andrews was chosen is because Warington Baden Powell, eldest brother of Lord Baden Powell who founded the section in 1909 is buried in his wife’s family plot in the Eastern Cemetery at St Andrews.

The celebrations began with morning worship in Holy Trinity Church where the minister Cameron Harrison began by welcoming the distinguished guests, including the Lord Lieutenant of Fife, Margaret Dean.

Roy Masini sea scout historian was invited to give a brief introduction to Sea Scouting to set the background to the day. The service had a suitable nautical theme and the Rev Harrison in introducing his sermon explained that he took his inspiration for the sermon from Jerome K Jerome’s book Three Men and a Dog (not forgetting a dog called Montmorency). He turned it round and entitled his talk Three Boats and a Man (not forgetting a disciple called Peter).
Three readings illustrating how boats and the sea were part of Jesus ministry were given by three scouts from New Zealand, St Andrews, and Ireland.

After church the celebrations moved to the 8th Fife St Andrews Scout Hall where everyone enjoyed a buffet Lunch. A video message from Michael Baden Powell grandson of the founder Robert Baden Powell was played and three young people received awards. The Lord Lieutenant presented Thomas Ansell Burt with his Queen Scouts Award and in doing so took the opportunity to thank leaders of all voluntary organizations; especially the scout association for the time and energy they give to assisting young people achieve all that they can.
Lt Commander David Griffiths RN Staff Officer Scouts then presented Hamish Thorpe formerly of 1st Onerahi now Shackleton Sea Scouts l from Whangarei North Island New Zealand with his Chief Scouts award and Derek Colley Regional Commissioner for east Scotland Region presented Callum Sinclair from St Andrews with his Chief Scouts Gold Award.

After lunch they were joined by Sir Menzies Campbell MP and Frances Melville Provost for a short wreath laying ceremony at Warington Baden Powell’s grave in the eastern cemetery. A minutes silence was held marked by two young sea scouts from Limekilns sounding “the still” and “ carry on” on bosun’s pipes .

Wreaths were laid on behalf of Scottish Scouting by Eleanor Lyall Chief Scouts Commissioner . Several scouts then laid wreaths on behalf of North East Fife Scouts and New Zealand Sea Scouting , a special wreath was also laid for Warington’s wife Cecilia (Hilda) who was born in New Zealand but whose family originated from Brownhills St Andrews.

The day was designed not to be a sombre occasion but to be full of fun and celebration. Undoubtedly one of the lasting benefits of the day will be the friendships made across the world between the young people taking part many of whom exchanged contact details so they could keep in touch.

Many of these young people are already planning to meet again in New Zealand, so they and their leaders better be prepared for a lot of work planning and fundraising over the next year or two but as this and many similar events and jamborees have shown throughout the last 100 years nothing is impossible if the scouts themselves are determined that it should happen, then usually it does.


Sweden

You may have heard a buzz… the 22nd World Scout Jamboree is approaching. We’re going to Sweden! Wahooo!

Following the roaring success of the Kiwi contingent to England in 2007, we’re now calling for youth and adults to join us on the fields of Rinkaby, not far from the town of Kristianstad, in the south of Sweden.

When? The actual event is 27 July to 7 August 2011 but of course we have to gather as a contingent and travel. Plus (depending on numbers) we hope to experience a bit more of Europe while we are there. Obviously, details like this can’t be sorted until we know how many people want to attend!

Who? If you are a youth member born on or between 25 July 1993 and 27 July 1997, you fit the age-range to participate.

If you are a warranted leader (born on or before the 24 July 1993) you can put your hand up to be either a) part of the Troop/Contingent team, or b) International Service Team. Note – these numbers are limited by the Swedish organisers so a selection process will be followed.

How much? You guessed it… an experience like this is an investment. Best-guess at this early stage is $8-10,000 per person.

Sailing Team Chosen.

The team to represent New Zealand at the William I Koch International Sea Scout Cup in the USA was decide by a sail off between three teams, one from the New Lynn Sea Scout Group and two from the Lyttelton Sea Scout Group. The sail off was held during The Upper South Island Regional Regatta on Lyttelton Harbour over Easter. After nine races in 420’s there was little doubt as to who were the winners and Amanda Norris and Mike Anderson from the Lyttelton Sea Scout Group will be winging their way to the USA Coast Guard Academy in New London Connecticut in August 2010 to face off against sailors from across the USA and the rest of the World. This is the 5th Koch Cup to be held and New Zealand has the proud record of coming second at every event. Maybe this time we will bring back the cup. We wish them well.

Nominations for the Asthma and Respiratory Achievers Awards close very soon, on 31 August, 2009.
Do you know a kid or an adult who has asthma or some other respiratory illness who achieves things in their life through a positive attitude, despite their illness?
This special person might be a fellow cub, scout, venturer, whomever.
Well, you can give them a pat on the back!

The Asthma Foundation’s Achievers Awards celebrate people like this. Here’s a great opportunity to big up someone who, for example, is right into their scouts, music or sport, does well at school or shows great leadership, has an interesting hobby or participates a lot in their local community. It might be someone who simply puts a smile on the dial of everyone they meet. Eight Supreme Achievers will have transport, meals and accommodation paid for themselves and a friend to travel to Wellington in November to be presented with a special award by the Governor-General.

 I am sure many of you are interested as to how the Uniform Review process is tracking along and I am pleased to advise that the Taskforce has another meeting in Auckland on Saturday 8th August to discuss the initial round of consultation. There has been a very good response to the Uniform Review snapshot and these are currently being collated and analysed by Jocelyn Gardner, a member of the taskforce.
I am hoping that more forms will be coming in to National office with the Census paperwork over the next few weeks. Feedback from the process will be shared firstly with the Zone Leaders in Wellington on 15th August and then with group leaders and other interested parties during the Regional Conferences planned for September and October, at which point a second questionnaire will be available based on the information received in the snapshot. A full time line will also be advised.
Rest assured that we have had some very interesting responses and a high level of input from the youth, which is really great. I have no doubt that we will end up with a uniform that the movement is very proud of and which reflects both the great new branding and traditions of SCOUTS.


Please do register early and make the most of the Regional Conferences, particularly if you were unable to attend the National Conference in Wellington earlier in the year. I will personally be at all of the Conferences except the Upper South Island sadly, where I will be very ably replaced by Murray Charlesworth!

I will be giving a short update on National initiatives, but even more importantly using the opportunity to meet and chat with local volunteers and youth members. The main focus for the days will be regional issues and your Regional Development Manager will be planning a varied agenda. There will be plenty of time for section specific discussion and for you simply to mix, mingle and share best practice.

I look forward to seeing you all and also the Zone leaders in Wellington on 15th August.

Backorders on Purchase Orders – generally if an item is on backorder then it will be invoiced separately when it is supplied – so if you randomly receive an Invoice via email and you haven’t received the goods, it means they are about to be despatched to you.

It becomes a bitter sweet moment when you know this will be the last e-news in your current role, but with exciting stuff still to come in a new role.

This will be my last e-news as the National Programmes Manager and one that allows for a little reflection.

Firstly, to all the Leaders I have met and in particular those of you who have given of your time to help with the development of the National Programmes and the new Award Scheme. It would be a huge list for me to name you all, but you know who you are and I have to say my life has been enriched by all of you.

A special ‘thank you’ does need to go to the National Section Leaders, past and present, along with their able assistants who have help me tremendously over the years to make sure I knew the rights and wrongs of Scouting. I’m sure you will continue to be the drivers of your sections and wish you well in the years to come.

Secondly, I am very proud of what has been achieved through the National Programmes and in particular some of the events that have given us some unprecedented ‘positive’ publicity in recent times. The one I am most proud of is the National MudSlide Day which, has struck a cord with most of you and has been seen on television, been on radio and had photos in almost every newspaper, large and small, throughout the country.

Finally, to our youth, you are the reason why so many people get out of bed each day, to ensure you have the best opportunities to develop yourselves with fun and enjoyment on the way. The way to repay every one of them is to enjoy every challenge you are given, test every obstacle that comes your way and occasionally say a big ‘Bravo’ to your Leaders.

May the programmes continue to give you the help you need, the challenges to develop you and a whole lot of FUN.

A short note here to watch this space. I am expecting to gain even more ‘positive’ publicity with fundraising events in the near future, along with streams of sustainable funding to ensure we can continue to grow the Movement and provide those much-needed services to you the Leaders.

A future date for your diary is the Charity Golf Day again this year on Thursday 8th October at the Miramar Golf Club. This was a successful event last year and we would like any Scout or Venturer groups who would like to make some money to get their names to me.

It gives me great pleasure to announce Sarah Ross has accepted the role of Assistant National Venturer Leader.
As some of you will know Sarah comes with past experience in Scouting and I look forward to her new and fresh ideas she will bring to the position. Sarah will begin in the role at the come National Venturer Council meeting on the 29th of August.
Please join me in congratulating Sarah on her new appointment and also thanking the other applicants for their enthusiasm and continued involvement in the Venturer Section.
Trudie Graham has carried out her role through some difficult times and has always been a great supporter of the Venturer section. She will continue her role until the National Venturer Council meeting to ensure a smooth transition for Sarah.
I would like you to join me in thanking Trudie for all her dedication to the role-over the past few years and her continued support.

Because we are all passionate about training, particularly all who have devoted so many additional hours over and above those expected of our Warrant, I thought it appropriate to continue from last fortnight’s story.
We considered it essential to at least appoint the basis of a new National Training team so that SCOUTS Advanced Personal Development (SAPD) Courses could be run as part of the new training framework. The NEC has asked that more SAPD Courses be run around NZ, where there is sufficient demand.


While the training scheme has gone through a period of change things have been left in limbo and some members of the previous Training Team have been asked to run the SAPD Courses up until now. We wanted to move quite quickly to the new scheme and new criteria for the Training Team members – including relatively short appointment terms. This was the reason that suitable individuals were appointed, with several of them already leading SAPD Courses this year.

It is not intended that the initial list be exclusive and indeed it has been identified that there was a gender imbalance that needs to be addressed. A process whereby individuals can either put themselves forward, or be recommended by others for these training roles is being developed. Certainly anyone wishing to be considered should send their professional and SCOUTS experience in a CV to me at any time. We need new people with relevant skills to drive our training framework so the search process will be ongoing. A most likely route for appointment as a member of the National Training team in future will be to assist as a member of the team on an SAPD course.

We also identified that there is little point in having a National Training team that is so large that members do not get the chance to lead courses regularly. An exact number has not been set; however it will be relatively small. We anticipate a regular cycle of change, so new people are continually coming through to replace existing members.

One of the reasons for removing the extra bead criteria was to make it easier for a broader range of people to assist with training. Previously priority (at all levels of training) was given to people holding 3 or 4 beads and this made it harder for new people (who may have fantastic skills and experience outside Scouting) to get any opportunity to assist on training teams.

We appreciate the services of all past members of the National Training Team and hope that those active past members will still be willing to assist locally with sharing their skills and knowledge.

1 August will see the 4th and final registration fee instalment for the 2008-2009 year issued to all Groups who didn't elect to pay the annual fees in full. Payment is required by the end of the financial year 30 September 2009. Thank you to all who have paid recently, it is very much appreciated.

 The main item for me to mention this week is the Uniform Review, which is approaching stage two and is your chance to get creative. Last weekend, the Uniform Review Taskforce (pictured below) met in Auckland to discuss the feedback received from the first round 'snapshot' consultation and to plan for the next stages of the consultation process. Even though the vast majority of respondents felt some pride in their current uniform, the desire for change is overwhelming.

I would like to thank all those who have taken the time to respond in the snapshot review, it was really great to hear your views, concerns and ideas on an issue, which is so important to the movement as a whole. If we could bundle all of your creative ideas into one uniform it would be really fantastic, but we have look for that common thread and come up with something that is accepted by the movement and worn with pride for the foreseeable future. Some of our youth members sent me in pieces of artwork, which were incredibly detailed, and it was great to see their passion on this subject.

This weekend (15th August) the Zone Leaders will be meeting in Wellington and they will be taking away with them a stack of Visual feedback forms for circulation to their groups.

We need you to simply sketch your perfect uniform onto the outlines and return the forms to me at National Office by 30th September 2009.

There will be instructions on the sheet, but try and think practically and remember that we are looking at a uniform which will allow for the wearing of badges, so you don't need to worry about detailing badge placement. Think carefully about colour and please let the youth members do their own designs. If you think there should be separate dress and activity uniforms then send me two designs back.

We need to get a 'look and feel' for the new uniform and this is your chance to help create that.

A full timeline for the rest of the process will be available once this visual questionnaire has been received, but at the moment we are expecting that any new uniform will be modelled and available for purchase at the Jamboree in Mystery Creek and in time to be worn for Term 1, 2010.
